A Decade Without Executions: Rights Organisations Congratulate Indonesia on Achieving De Facto Abolition Status and Calls for Death Penalty Abolition to be Formalised
We, the undersigned organisations, congratulate President Prabowo Subianto and the Government of Indonesia for reaching the milestone of 10 years without executions. On 29 July 2016, Humphrey Jefferson Ejike Eleweke (Nigeria), Michael Titus Igweh (Nigeria), Freddy Budiman (Indonesia) and Seck Osmane (Senegal) were executed for drug-related crimes. Since then, there have been no further executions of those on death row in Indonesia, although death sentences have still been handed down. This is in line with a global trend towards abolition, with close to three-quarters of countries having now abolished the death penalty in law or practice." aria-hidden="true">

The Asia-Pacific remains the world's most challenging landscape for death penalty abolition, hosting the highest number of executioner states. However, a historic shift is unfolding.
By July 2026, Indonesia is on track to officially become a de facto abolitionist state, marking a monumental ten-year execution hiatus.
With a new probationary framework offering a pathway for sentence commutations, Indonesia stands at a critical crossroads—symbolising both the immense progress and the fragility of capital punishment reform in our region. While several states in the Asia-Pacific have moved toward abolition or moratoria, others continue to rely on mandatory death penalty regimes.

The truth is, capital punishment doesn’t lower crime rates any more than life in prison does. When Canada abolished the death penalty, their murder rate actually dropped by 44% over the next three decades.
Real deterrence comes from effective policing and a high certainty of arrest, not executions.
We need policies that actually work, not just ones that sound “tough.”

Organised by @ECPM – Together Against the Death Penalty, sponsored by France, and co-sponsored by the European Union and Switzerland, the Congress will bring together more than 1,000 participants from around the world. Judges, activists, diplomats, members of civil society, witnesses and young people committed to the cause will come together to share their experiences, discuss current challenges and strengthen strategies for the universal abolition of the death penalty.
Special attention will be paid to the vital role of young people in encouraging and sustaining their active participation for the abolition. To finish, this 9th edition highlights culture and art as an essential connection between the abolitionist cause and the public!
Thanks to a varied programme, the Congress will be shaped by the perspectives of committed artists.
