Small Island Developing States | Department of Economic and Social Affairs

The Barbados Programme of Action (BPOA) adopted in 1994, further complemented by The Mauritius Strategy of Implementation (MSI) of 2005 and MSI+5 Outcome document, recognized that although they are afflicted by economic difficulties and confronted by development imperatives similar to those of developing countries generally, small island developing States (SIDS) have their own peculiar vulnerabilities and characteristics. SIDS’ unique and particular vulnerabilities are highlighted in “The Future We Want”, adopted at The United Nations Conference on Sustainable Development (also known as Rio+20) that took place in Rio de Janeiro, Brazil in June 2012 - their small size, remoteness, narrow resource and export base, and exposure to global environmental challenges and external economic shocks, including to a large range of impacts from climate change and potentially more frequent and intense natural disasters (para 178). SIDS continue to address those structural and external challenges to achieve their sustainable development.The Third International Conference on SIDS was held in Apia, Samoa, in September 2014, with the overarching theme of “The sustainable development of small island developing States through genuine and durable partnerships”. Nearly 300 partnerships were announced at the conference and monitored through the Partnership Platform. The SIDS Accelerated Modalities of Action (SAMOA) Pathway (Samoa Pathway) adopted at the Conference addresses priority areas for SIDS and calls for urgent actions and support for SIDS’ efforts to achieve their sustainable development.The fourth International Conference on Small Island Developing States (SIDS4) was held from 27 to 30 May 2024 in St John’s, Antigua and Barbuda. Under the overarching theme of “Charting the course toward resilient prosperity", the Conference aimed at assessing the ability of SIDS to achieve sustainable development, including the 2030 Agenda and its Sustainable Development Goals. It resulted in an intergovernmentally agreed, focused, forward-looking and action-oriented political outcome document called Antigua and Barbuda Agenda for SIDS. More on SIDS4.Monitoring, Evaluation and ReportingABAS mandated an inter-agency task force (IATF-ABAS) to develop a monitoring and evaluation (M&E) framework with clear targets and indicators. To not create new processes or requirements for SIDS, the ABAS called for the framework to be built on the SAMOA Pathway, the targets and indicators of the Sustainable Development Goals (SDGs), and data from existing reporting mechanisms where possible. The SIDS Partnership Framework serves as a key mechanism for mobilizing, coordinating, and showcasing such partnerships. More information.SIDS Partnerships AwardsThe United Nations (UN) Small Island Developing States (SIDS) Partnerships Awards was established by the Member States of the United Nations in 2021 to recognize and reward the efforts of the best and most noteworthy, genuine and durable partnerships for SIDS. The Awards provide an opportunity to reward the most successful SIDS partnerships, highlight best practices, increase the visibility of the SIDS Partnership Framework, motivate the creation of new SIDS partnerships and incentivize the registrations of new partnerships for SIDS. More information.2025 Global Multi-Stakeholder SIDS Partnership DialogueThe unique vulnerabilities of SIDS demand enhanced global partnerships for development, adequate mobilization of means of implementation, and sustained international support to achieve agreed objectives. ABAS calls for new, innovative, and bold approaches to partnership — built on collaboration, trust, alignment, accountability, and transparency — and for cooperation that leverages a whole-of-government and whole-of-society approach. The 2025 Global Multi-Stakeholder SIDS Partnership Dialogue aimed to advance this ambition by providing a high-level platform to examine what is needed to strengthen the enabling environment for partnerships and to mobilize action across all sectors of society. More information.UN DESA and Small Island Developing StatesUN DESA supports SIDS at national and regional levels through meaningful and dedicated capacity-development programmes and projects, the SIDS Partnership Framework, and new analytical tools to shape sustainable development pathways based on evidence and equity.
